Clean Power Alliance (CPA) made significant progress this year advancing renewable energy projects that deliver benefits directly to the communities we serve. We invested $14.4 million in programs that mitigate climate change and support energy and cost savings for our customers. We awarded grants and funding that drive on-the-ground sustainability projects and support education and workforce training initiatives.
CPA also welcomed three new cities, expanding our service area to 38 communities. These achievements were made possible thanks to the participation of our customers in the communities we proudly serve in Los Angeles and Ventura counties, the commitment of our local renewable energy partners, the leadership of our Board of Directors and Community Advisory Committee and the dedication of our staff.
As we reflect on the past year, CPA is proud to share key milestones that demonstrate our ongoing mission to confront climate challenges, strengthen regional resilience and advance sustainable clean energy solutions that benefit the communities we serve.
Expansion
CPA welcomed new customers in La Cañada Flintridge, Lynwood, and Port Hueneme, bringing CPA to 38 communities across Los Angeles and Ventura counties. Collectively, over 30,000 new customers in these communities will help avoid 128 million pounds of harmful greenhouse gas emissions each year.
Renewable Energy Contracts
Contracts were signed for 157 MW of new renewable energy, strengthening the region’s clean power supply and furthering CPA’s position as one of the state’s largest purchasers of green power. CPA had 240 MW of battery storage added to our portfolio and 305 MW of new renewable energy come online, which is enough energy to power approximately 123,000 homes.
Local Renewable Energy
CPA committed $70 million to install clean energy power backup systems at 11 municipal sites and up to 300 low-income residential homes. We installed 17 MW of local community solar projects to increase access to renewable energy and completed 20 local government electrification projects to expand municipal electric fleets, public EV charging and transition buildings from fossil fuel power to electricity.
Community Grants
A total of $375,000 in community grants—funded jointly by CPA and Calpine Community Energy— was provided to 14 local non-profit organizations advancing clean energy careers, environmental education, stewardship and energy equity across CPA’s service area. Previous award recipients have utilized funds for several renewable energy focused initiatives including the purchase of electric vehicles to support local community events, sustainability workshops and education opportunities for students, and research on potential local energy projects.

Wildfire Response
In response to the devastating wildfires in January of this year, CPA took several actions in 2025. This included participating in the Blue Ribbon Commission and providing $100,000k in funding to local nonprofits working in wildfire relief, including to the U.S. Green Building Council California’s Wildfire Defense Education program (USGBC-CA) to provide local contractors and industry professionals with wildfire recovery training and resources. Additionally, CPA added wildfire hardening expertise to its Energy Team service which provides free home efficiency and upgrade guidance to customers and increased the incentive in the Sun Storage Rebate program for customers in areas of higher risk of public safety power shutoffs to encourage the installation of backup power at home.
Workforce Development Investments
More than $2 million was directed toward workforce development programs and skills training in Los Angeles and Ventura counties. As the demand for renewable energy in California expands, CPA is committed to developing the skilled workforce of contractors, electricians and workers to install and maintain clean energy technology and infrastructure.
Voyager Scholarship Funding
$330,000 was allocated for the Voyager Scholarship, providing students at community colleges throughout Los Angeles and Ventura Counties with financial aid to pursue energy-focused careers. The scholarship provides financial aid to students enrolled in energy-driven career pathways, such as electric vehicles and advanced transportation technology, energy and environmental science, and alternative energy.
Smart Light Switch Program
January kicked off the launch of the Smart Light Switch pilot, giving customers a simple way to cut electricity use and lower monthly bills through a Flick smart switch. This pilot program provided key insights into how notifications from devices like smart light switches influence residents’ electricity usage and provide information for future program offerings that help customers reduce energy use.
Solar and Battery Access
A new Solar and Battery Access program opened to income-qualified households in Los Angeles and Ventura counties, offering sustainable, renewable energy with no out-of-pocket costs for equipment or installation. Residents in the program not only benefit from reliable power for their home; the solar system is also projected to reduce customers’ monthly bills by up to 70 percent.
Instant AC Savings
To help households stay cool during warmer months, the Instant AC Savings program introduced $300 instant coupons for ENERGY STAR® certified room air conditioners. With Instant AC Savings, customers can beat the heat more affordably while improving energy efficiency, which can lower electricity bills.
Expansion of EV Charging
Local EV adoption received a boost through CPA’s $1.53 million in investments for charging infrastructure in Los Angeles and Ventura counties, supported through the CALeVIP program. Installing EV chargers at public facilities supports California’s climate goals by making it easier for residents and public agencies to transition to electric vehicles.
Awards and Recognition
CPA was recognized for excellence with multiple awards, including from the non-profit Active SVG for our work to strengthen the communities in the San Gabriel Valley. We also received the prestigious Los Angeles Business Council Environmental Team Leadership Award for our collaboration on the historic SunZia Wind and Transmission Project.

Credit Rating Upgrade
CPA achieved a major financial milestone with an upgrade from an A- to an A issuer credit rating, with a Stable Outlook from S&P Global Ratings. This highlighted CPA’s financial resilience, disciplined governance, and demonstrated ability to manage operational and market risks while maintaining a strong commitment to clean, reliable and affordable energy for our customers.
Community Engagement
CPA participated in more than 160 community events and meetings, helping expand relationships, build connections and enhance engagement with customers and local stakeholders throughout the 38 communities across its service territory.
Environmental Benefit
Together, our customers avoided more than 3.6 billion pounds of greenhouse gas emissions, which is equivalent to removing over 382,000 gas-powered cars from the road for one year or growing over 27 million tree seedlings for 10 years.
