Welcome to the Clean Power Alliance Time-of-Use SMART Pilot

The Time-of-Use Smart Pilot (TOU-SMART) is a two-year Clean Power Alliance initiative designed to test a new, zero-cost daytime electricity generation rate that helps customers save money and help reduce greenhouse gas emissions by using electricity during the day when it’s cleanest and least expensive.

How the TOU Smart Pilot Works

Here’s a quick overview of the TOU-SMART Pilot, when the new rate begins, how bill protection works, and how to disenroll if it isn’t right for you.

Step 1
You’re selected!

You will receive two enrollment notices from CPA by mail before the start of the pilot if you are a customer who was randomly selected to participate.*

Step 2
The pilot starts in October 2026

You will be automatically placed on CPA’s TOU-SMART generation rate starting on your first meter read date starting in October 2026, and the pilot will run for two years. Your CPA energy option (100% Green Power, Clean Power or Lean Power) and SCE delivery rates will not change.

Step 3
Bill protection is included

You’re protected – If your bills on TOU-SMART are higher than they would have been on your previous rate, CPA will automatically credit you the difference at the end of each year of the pilot. If your costs go down, you keep the savings.

Step 4
You can disenroll at anytime

You can disenroll from the pilot at any time. You’ll still get bill protection for the time that you were in the pilot.

*If you were not selected to participate in the pilot and meet the pilot eligibility criteria, you can voluntarily enroll by contacting CPA at 888-585-3788 or customerservice@cleanpoweralliance.org before October 1, 2026.

How TOU-SMART works

Shift your electricity use to the daytime, when CPA generation rates are zero*, and use less electricity overnight and during evening peak hours when electricity is more expensive.

Ways to save with TOU-SMART

Move usage out of peak hours

Small shifts can help. Try these everyday changes to get the most out of the pilot.

Charge your electric vehicle from 8 a.m. to 4 p.m.
Turn off unused lights and devices from 4 p.m. to 9 p.m.
Run laundry or the dishwasher during the day
Pre-cool or pre-heat your home before peak hours
Schedule your pool pump during daytime hours
