What is the TOU-SMART Pilot?

The TOU-SMART Pilot is a two-year rate pilot designed to encourage load shifting from when electricity is in high demand and costs are higher to daytime hours when costs are lower and energy is cleaner.

Why was I selected for the TOU-SMART Pilot?

CPA customers on TOU-D-PRIME have been randomly selected to participate in the TOU-SMART Pilot to provide a representative cross-section of households across CPA’s service territory.

Why is Clean Power Alliance conducting the TOU-SMART Pilot?

CPA is conducting the TOU-SMART Pilot to learn about customers’ ability to shift their electricity use from on-peak and overnight hours to the daytime hours to reduce their electricity bills, reduce greenhouse gas emissions, and benefit the California electricity grid.

When does the TOU-SMART Pilot begin and how long will it last?

The TOU-SMART Pilot begins in October 2026 and will run for two years.

What happens after the two-year pilot ends?

Prior to the end of the pilot CPA will notify customers about their options to continue on the TOU-SMART rate, return to the TOU-D-PRIME rate, or switch to a different rate option after the pilot has ended.

Is participation mandatory?

No, participation is not mandatory. Customers can discontinue participation in the pilot at any time.

Can I disenroll from the TOU-SMART Pilot, and is there a deadline to do so?

You can disenroll from the TOU-SMART Pilot at any time. If you disenroll after the pilot begins, you will be switched back to the TOU-D-PRIME rate on your next meter read date. If your bills on the TOU-SMART rate during the pilot were higher than they would have been on TOU-D-PRIME, CPA will automatically give you a bill credit for the difference.

Could my bill increase under TOU-SMART?

Customers enrolled in the TOU-SMART Pilot will receive bill protection for the duration of the pilot. If you pay more on TOU-SMART than you would have paid on your previous rate schedule, you will automatically receive a bill credit for the difference at the end of each 12-month period on the pilot.

Can I disenroll from the TOU-SMART Pilot, and is there a deadline to do so?

What happens if I cannot shift my energy use to lower-cost hours?

There is no risk if you cannot shift your energy use to lower-cost hours. CPA is providing bill protection to all customers in the TOU-SMART Pilot to ensure customers do not pay more than they would have under their previous rate.

How can I compare my current rate to TOU-SMART?

During the day, from 8 a.m. to 4 p.m., the TOU-SMART rate is always $0.0 per kWh. Rates during other hours vary by season and by weekday versus weekend in the summer. Note that SCE TOU-D-PRIME electricity delivery rates continue to apply and are not impacted by your participation in the pilot.

How the TOU-SMART rate will impact your monthly bills depends on your personal electricity usage patterns and whether and how your usage changes from month to month.

What changes can I make to help save money on TOU-SMART?
  • Set your heating/cooling system and heat pump water heater to run during the daytime (8am-4pm) when generation is zero-cost and to turn down or shut off during peak hours (4pm to 9pm) when electricity is most expensive.
  • Run your washing machine, dryer, dishwasher and other electric appliances during the day.
  • As much as you can, charge your electric vehicle at home during the day instead of the evening or overnight.
  • Turn off unused lights and devices during peak hours (4pm–9pm).
