Clean Power Alliance (CPA) had a successful year advancing renewable energy projects and programs that address the impacts of climate change, bolster resiliency, provide communities with local renewable energy choices and serve diverse customer needs.
Our accomplishments throughout this year were made possible through the contributions and dedication of our local renewable energy partners, engaged leaders on our Board of Directors and Community Advisory Committee, our highly determined staff, and the communities in Los Angeles and Ventura counties we serve and call home.
As we reflect on 2024, we are excited to share advancements in our mission to address the impacts of climate change and some highlights of how we strengthened support for our local communities and customers in Southern California this year:
- We increased our program budget by more than 30% to provide more energy and cost saving offerings to residential and commercial customers and our 35 partner communities – adding six new programs in 2024.
- CPA launched the Energy Team service to provide unbiased expert guidance to help customers with everything from energy upgrade assessments to providing information on ways to access available rebates for homes or small businesses – all at no charge.
- We provided $348k to support the Western Electric Cybersecurity Apprenticeship program, to train 200 apprentices over the course of five years as part of our $1 million commitment to workforce development programs and skills training with labor training organizations that connect job opportunities to people in marginalized communities.
- The cities of Hermosa Beach, Monrovia and Santa Paula began CPA service in March, each selecting 100% Green Power as their preferred energy option. The cities of La Cañada Flintridge, Lynwood, and Port Hueneme voted to join CPA and will begin service in October 2025, expanding CPA service to 38 communities.
- CPA issued three prepay bonds in 2024 totaling $3.97 billion and locked in initial period savings of $262.4 million. CPA’s bond program, including two bonds issued in 2023, has reached $45.3 million in annual customer savings

- CPA and Calpine Community Energy earmarked $325,000 in total grant funding through the Community Benefits Grant for local nonprofits in CPA’s service area to support clean energy initiatives, green job training, environmental education and stewardship, and energy equity and diversity efforts. Grant recipients will be anounced in early 2025.
- Construction on the SunZia wind project in New Mexico got underway, which will provide CPA customers with 575 MW of wind energy starting in 2026 – enough to power 265,834 homes in Southern California annually from the largest renewable energy infrastructure project in U.S. history.
- CPA was recognized by The Bond Buyer magazine with the Green Financing Deal of the Year Award for excellence in renewable energy financing for a public purpose. The honor recognized our third prepay bond which was highlighted as the largest renewable energy prepayment financing in history, enabling CPA to serve more than 225,000 homes annually with clean energy at reduced costs.
- CPA earned the prestigious number one national ranking by the U.S. Department of Energy’s National Renewable Energy Laboratory (NREL) in the sale of green power for the second year in a row.
We look forward to 2025 and partnering with our communities and stakeholders to further advance sustainable energy solutions. Thank you to each of our customers who participate in making Southern California cleaner, greener and more sustainable.
