2024 Energy Only Queue Cluster 15 Request for Offers (RFO)
Clean Power Alliance (CPA) is soliciting competitive proposals for Energy Only Queue Cluster 15 (QC15) projects that meet the RFO eligibility criteria. CPA will allocate its Energy Only Commercial Interest points to selected projects consistent with the CAISO’s Interconnection Process Enhancements, and will only be considering applicable Queue Cluster 15 Energy Only resources. CPA will consider project sizes ranging from 15MW to 216 MW.
Request for Proposals (RFP) for Residential and Multifamily Solar and Battery Storage Services Addendum No. 2
Clean Power Alliance (CPA) is seeking proposals from qualified and experienced contractors to design, finance/lease, install, operate, and maintain photovoltaic solar and battery storage systems for low income single family homes and multifamily buildings.

2024 Clean Energy and Reliability Request for Offers
Clean Power Alliance (CPA) is soliciting competitive proposals to meet its portfolio needs and achieve compliance with the various California Public Utilities Commission (CPUC) Procurement Orders including Mid-Term Reliability, Renewable Portfolio Standards and Resource Adequacy requirements. CPA’s 2024 Clean Energy and Reliability RFO has multiple product categories and generally targets resources between 5 MW and 500 MW.
CPA is also accepting proposals for Queue Cluster 15 projects that otherwise meet the RFO eligibility criteria and will utilize the 2024 Clean Energy and Reliability RFO, in part, to allocate CPA’s Commercial Interest points to selected projects consistent with the CAISO’s Interconnection Process Enhancements.
Task Order for Technical Evaluation Services for 2024 Clean Energy & Reliability RFO and Support Services for Ongoing Contract Related Issues
CPA is seeking proposals from qualified and experienced contractors to provide technical evaluation of proposals submitted to CPA’s 2024 Clean Energy and Reliability RFO for long-term clean energy, storage, Resource Adequacy and dispatchable thermal energy contracts. For the purposes of this RFO, technical evaluation includes assessment of interconnection, deliverability, congestion, and project feasibility. In addition to the technical evaluation of RFO proposals, CPA seeks ongoing support services for any bilateral Power Purchase Agreements and for contract related issues for executed PPAs.

CPA seeks proposals for a provider to conduct a preliminary CCA feasibility study that examines the potential costs and revenues should selected cities join CPA. The results of the study will inform the selection of a subset of those cities to be the subject of full feasibility assessments in Summer 2021, and a second round of pre-feasibility and feasibility studies to be conducted in 2022.
