Clean Power Alliance of Southern California was established in 2017 by Los Angeles County and the cities of Rolling Hills Estates and South Pasadena as a California Joint Powers Authority and an administrator of a Community Choice Aggregation (CCA) program. By early 2018, 31 communities across Los Angeles and Ventura Counties joined the new agency.
