2022 Power Share and Community Solar Program Request for Offers
On June 21, 2018, the California Public Utilities Commission (CPUC) approved (“D.”)18-06-027 Alternate Decision Adopting Alternatives to Promote Solar Distributed Generation in Disadvantaged Communities adopting two new programs to promote the installation of renewable generation among residential customers in disadvantaged communities (DACs) – the Power Share DAC Green Tariff (DAC-GT) and Community Solar Green Tariff (CSGT) programs.
Clean Power Alliance is now soliciting offers for renewable energy to fill its eligible program capacity allocation under the Power Share DAC Green Tariff (DAC-GT) and Community Solar Green Tariff CSGT programs. This RFO is the second of CPA’s Power Share DAC Green Tariff (DAC-GT) and Community Solar Green Tariff (CSGT) program RFOs.
Bid submissions are due on June 1, 2023, by 11:59 p.m. PST.

ELIGIBILITY REQUIREMENTS
The Power Share DAC Green Tariff (DAC-GT) and Community Solar Green Tariff (CSGT) programs have unique eligibility requirements, as summarized below. Please refer to the RFO Protocol for a full description of project eligibility.
Power Share DAC Green Tariff (DAC-GT) projects eligibility:

Power Share DAC Green Tariff (DAC-GT) projects eligibility:
1. Must be located within an eligible DAC, within Southern California Edison’s (SCE) service territory.
2. Projects must be new Renewable Portfolio Standard (RPS)-eligible, in-front-of-the-meter generating facilities with a nameplate capacity between 500 kW and 3.27 MW.
3. Projects must have an online date no later than December 31, 2025.
Community Solar Green Tariff (CSGT) projects eligibility
1. Must be located within an eligible DAC within SCE’s service territory and located within 5 miles of the DAC census tracts in which subscribing CPA customers reside.
2. Projects must be new, RPS-eligible solar, in-front-of-the-meter generating facilities with a capacity less than or equal to 2.7 MW.
3. Projects must submit a letter of commitment from a nonprofit community-based organization (CBO) or local government entity, that would serve as a sponsor for the project on behalf of its subscribers.
4. Projects must have an online date no later than December 31, 2023.

Clean Power Alliance is seeking to contract the output of resources under a 15-year Power Purchase Agreement (PPA). with pricing provided at the project Pnode. Projects will be evaluated on a combination of quantitative and qualitative factors that include economic value, development risk, workforce development, environmental stewardship, benefits to DACs, and project location.
Solar energy developers interested in developing local small scale community projects and nonprofit organizations interested in sponsoring a community solar project in their communities can complete our Contact Information Authorization Form and Questionnaire by clicking the “I’m interested in participating” button on the right. This also applies to businesses, agencies, schools, property managers and other entities interested in hosting a community solar project at a one of their facilities.

For Power Share DAC Green Tariff (DAC-GT) bidders. the Clean Energy RFO Evaluation Tool may be used to determine if your project footprint meets eligibility criteria (located within a DAC within SCE’s service territory, as described in Section 2b).
For Community Solar Green Tariff (CSGT) bidders, the Clean Energy RFO Evaluation Tool may be used to determine if your project footprint meets eligibility criteria (located within a DAC within CPA’s
service territory, as described in Section 2b). In addition, the Clean Energy RFO Evaluation Tool can provide CSGT bidders with an estimate of eligible Community Solar Green Tariff (CSGT) customers located within a 5- mile radius of the project.
