What is the Flexible Pricing Rate Pilot?
CPA’s Flexible Pricing Rate Pilot, in partnership with Southern California Edison (SCE), is designed for residents and commercial businesses who can shift their energy use to take advantage of dynamic hourly electricity rates. The pilot runs through December 2027. Call 888-585-3788 to learn more.
With the Flexible Pricing Rate, you can save money by shifting your energy use to periods when prices are at their lowest. It’s ideal for homes and businesses that use programmable equipment, such as electric vehicle chargers and HVAC systems, to schedule energy use during off-peak hours when electricity is cleanest and most affordable.
No catch, only potential savings. If you opt in to this pilot, you remain on your current rate. Your energy usage under the pilot is tracked through a shadow bill, which shows what you would have paid using the Flexible Pricing Rate. At the end of 12 months, your regular monthly bills are compared to your shadow bills. If you saved money on the Flexible Pricing Rate, you’ll receive a bill credit for the difference. If your costs would have been higher, there’s no penalty or payment due.
By participating in the pilot, you’ll have the chance to save money and also help CPA, SCE and the state evaluate how flexible pricing can contribute to a cleaner California, a more reliable grid and lower electricity costs.
With this pilot program, you stay on your current rate. We calculate what you would have paid on the Flexible Pricing Rate in the background through a shadow bill.
Each month, we track your Flexible Pricing Rate in the background using a “shadow bill” while you remain on your current rate. This shadow bill calculates what your bill would have been on the Flexible Pricing Rate and shows how much credit you’re on track to receive at the end of each 12-month period. You can view this shadow bill through your Automated Service Provider (ASP) and through an online customer portal coming soon.
After 12 months, we’ll compare your total regular bills with your total Flexible Pricing Rate shadow bills. If your Flexible Pricing Rate bills are lower, you’ll get the difference as a bill credit. If it costs more, you won’t pay extra.
Customers on Net Energy Metering (NEM) or the Solar Billing Plan (SBP) will receive any refund at the end of their relevant billing period - even if it’s before the 12-month mark.
The pilot is open to both residential and commercial customers seeking a way to reduce their energy costs while supporting clean energy and a more resilient grid. You may use programmable equipment or an Automated Service Provider (ASP) to schedule energy usage during off-peak hours when electricity is most affordable and cleanest.








To be eligible for this pilot, you must be a Clean Power Alliance residential or commercial customer enrolled on a Time-of-Use (TOU) rate. You may not be enrolled in a demand response program such as CPA’s Power Response program.

He brings more than a decade of experience in the energy sector, spanning management consulting and advanced energy analytics, with deep expertise supporting utilities and community choice aggregators. Prior to joining CPA, Anthony spent six years at Ascend Analytics, where he led firm-wide renewable energy and storage procurement initiatives. He holds a Master of Science in Energy Resources Engineering from Stanford University and a Bachelor of Engineering in Mechanical Engineering from the American University of Beirut.
Kim joins Clean Power Alliance as the Senior Analyst, Rates and Tariffs. Kim is responsible for developing and maintaining CPA’s cost of service and rate models to evaluate the financial, competitiveness, and customer impacts of rate design and rate setting options. Kim held financial, strategy, and planning roles across utilities, consulting, and the energy sector, including roles with Black Hills Energy, Marathon Oil, and Noble Energy. This cross-sector background gives her a broad view of how financial modeling, regulatory strategy, and capital planning intersect to support growth, reliability, and environmental responsibility. She holds a bachelor’s and master’s degree in Mathematics from the University of Wyoming.
Mark Hum serves as Senior Associate, Communications and Marketing at Clean Power Alliance. He is a marketing and communications strategist with a background in medtech and life sciences, where he supported initiatives spanning multiple industries across both B2B and consumer-facing brands. His work is grounded in a copywriter’s mindset, starting with audience needs and translating complex ideas into clear, compelling stories that build trust and understanding. Mark has led integrated communications across digital, social, email, web, and stakeholder channels, with an emphasis on accessibility, consistency, and measurable impact. He brings a strong appreciation for structure and narrative, ensuring that every message serves a purpose and connects with people in a meaningful way. Mark holds a Bachelor’s degree in Journalism from California State University, Long Beach (CSULB).
Prapassara “Pom” Saengxuto serves as Finance and Accounting Analyst at CPA. She is a Certified Public Accountant with over 20 years of experience in accounting and finance. Throughout her career, she has worked across a wide range of industries, including public accounting, private corporations, entertainment, manufacturing, consulting and construction. This diverse background allows her to bring a well-rounded and practical perspective to every engagement. Pom is known for her strong dedication, attention to detail, and commitment to accuracy.
