What is the Flexible Pricing Rate Pilot?

A Flexible Pricing Rate can lower electricity costs and promote the use of clean energy.

CPA’s Flexible Pricing Rate Pilot, in partnership with Southern California Edison (SCE), is designed for residents and commercial businesses who can shift their energy use to take advantage of dynamic hourly electricity rates. With the Flexible Pricing Rate, you can save money by shifting your energy use to periods when prices are at their lowest. It’s ideal for homes and businesses that use programmable equipment, such as electric vehicle chargers and HVAC systems, to schedule energy use during off-peak hours when electricity is cleanest and most affordable.

 

No catch, only potential savings. If you opt in to this pilot, you remain on your current rate. Your energy usage under the pilot is tracked through a shadow bill, which shows what you would have paid using the Flexible Pricing Rate. At the end of 12 months, your regular monthly bills are compared to your shadow bills. If you saved money on the Flexible Pricing Rate, you’ll receive a bill credit for the difference. If your costs would have been higher, there’s no penalty or payment due.

 

By participating in the pilot, you’ll have the chance to save money and also help CPA, SCE and the state evaluate how flexible pricing can contribute to a cleaner California, a more reliable grid and lower electricity costs.

Hourly Pricing

Plan to save each day

The Flexible Pricing Rate Pilot offers flexible hourly electricity rates that change daily. Each day’s prices are released the day before, allowing you or your Automated Service Provider (ASP) to plan electricity usage during the lowest-cost hours. You can view the daily pricing schedule here and through the upcoming customer portal.

Adjust your energy use to save money

Schedule your electricity use for hours with the lowest energy prices. Devices with programmable controls are ideal. For residents, this may include your EV Charger, HVAC system, home battery, heat pump and water heater. For businesses, this can also include refrigeration, pumping and production equipment.

Savings Tracked

Payment stays the same

Pay your regular bill as usual, while a shadow bill tracks your potential savings every month. You can track results through your Automated Service Provider (ASP) or an upcoming customer portal.

Receive Your Credit

At the end of the year

If the Flexible Pricing Rate saved you money, you’ll receive a credit or payment at the end of the 12-month period. If your total is higher under your Flexible Pricing Rate, there’s no penalty or payment due.

The pilot is open to both residential and commercial customers seeking a way to reduce their energy costs while supporting clean energy and a more resilient grid. How to Participate in the Flexible Pricing Rate Pilot

To be eligible for this pilot, you must be a Clean Power Alliance residential or commercial customer enrolled on a Time-of-Use (TOU) rate. You may not be enrolled in a demand response program such as CPA’s Power Response program.
