2019 Clean Energy RFO (Request for Offers)

Clean Power Alliance (CPA) is now soliciting offers for clean energy power purchase agreements (PPAs). Ascend Analytics (Ascend) is administering this Request for Offers (RFO) process on behalf of CPA. Bid submissions are due on November 22, 2019 by 5:00PM PST.

Please visit the RFO website for all RFO documents and Bidder registration. 

The solicitation will include two tracks for 15-year PPAs:

  1. Utility-Scale Track: RPS-eligible generation and RPS + Storage projects, 10 MW - 400 MW in size. Projects in this track must have a commercial operation date no later than the end of 2023.

  2. Distributed Track: RPS-eligible generation, RPS + Storage, and Standalone Storage projects, 500 kW – 10 MW in size and located within Los Angeles or Ventura counties. This track will include only front-of-meter projects, and projects must have a commercial operation date no later than the end of 2024.

Projects will be evaluated on a combination of quantitative and qualitative factors that include economic value, development risk, workforce development, environmental stewardship, benefits to Disadvantaged Communities, and project location.
